Freed Negroes in New Bern

What is the document and who created it?  What is the main idea? What does it tell us about how African - Americans gained freedom?

    The document is a picture. and it dosent say who it was created by. this document is about the slaves being free. to fight and help slaves get free. because they are fighting for slaves to be free.
